What is this black box on my 1999 F150's air intake?

It comes out of the carb and into the air intake. I'm installing a Cold Air Intake and can't figure out for the life of me what this is.
1999 Ford F150 XLT with 4.6L V8 engine.
ram, it is a completely empty box attached via breather hose to the intake.
It is an Idle Air Control chamber. See the instructions for installing the K&N system that I found on the JEGS web site.
